If you're using iCloud for Windows 10 or later, you can also choose to use Shared Albums, and customize the location of your Shared Albums folders.
If you're using iCloud for Windows 7, you can also choose to use My Photo Stream and iCloud Photo Sharing (Shared Albums), and customize the location of your upload and download folders.
When you turn on iCloud Photos on your PC in iCloud for Windows 7, My Photo Stream is turned off automatically. If you want to send new photos to your devices that don't use iCloud Photos, you can turn My Photo Stream back on.

Only iPhoto '11, version 9.6.1 will run on El Capitan or a newer system.
Did you have an iPhoto '11 version from the App Store or did it come preinstalled with a Mac with OS X 10.7 or newer? Then you can update or reinstall by downloading from your Purchase History.

If you owned an older version, that is not in your Purchases History, it cannot be updated any more.
Your photos and videos are in your iPhoto Library. You should find it in your Pictures folder.

If you already had iPhoto 9.6.1 running on your Mac, restore iPhoto from the last backup. Just restore from the backup of your Applications folder.
